An intelligence organization comprised mostly of Yokai to deal with the ongoing Kami threat to Neo-Kugane. They are trained to gather intel and dispatch operatives to apprehend threats. Within Sector 7, there is an elite group of Yokai enlisted from Mount Rokkon with stronger abilities and more extensive aetherocybernetic enhancements called "Kamikiri". Trained and programmed to be Kami killing machines, these units tend to be cold-blooded and lack any social awareness, often causing their peers to view them as unfeeling robots. Strangely, they also seem to have no memory of their lives before becoming a Kamikiri.

Public Safety Sector 7

An underground yokai resistance group that recently started making an appearance within the shadows of the city. This group's aim seems to be in direct opposition of Sector 7 and the higher powers behind it. Their ranks are comprised mostly of yokai citizens tired of the treatment of their kind within society, skilled hackers with the ability to deprogram and restore the memories of Kamikiri, and reformed Kamikiri that have decided to join Soteria to help the cause. Soteria is also behind the recent rise in protests and general displays of rebellion within the city. As a mostly anonymous entity, nobody knows who started Soteria and no one has laid claim to a leadership role.

Soteria

The largest organization in Neo-Kugane, what seems like a normal corpo is anything but. This powerful yakuza group is headed by the "Three Divine Children" or "Sankishi", which the group is named after. The head of this clan is none other than the sun goddess Amaterasu, along with her two brothers Tsukuyomi and Susano-o. Together they rule the city of Neo-Kugane, with their claws in every major organization from Sector 7 to Novotek. Nobody really knows what their goals or why Kami are funding the extermination of their own kind, but you'd best not look too far into it if you value your life.

Sankishi Group

This massive aetherocybernetic corpo is by far the largest and most influential in Neo-Kugane. After years of magitek and aetherochemical research and experimentation, they would be the ones to make a huge breakthrough with the creation of aetherocybernetics. Being a leader in the industry, their inventions would go on to be used for anything from medical prosthetics, weapons of war, to simple aesthetic glamour. Because of this, Novotek's wares are highly coveted, to the point where Gravediggers will take the enhancements from corpses, where they are then sold in the black market. In Neo-Kugane, it's rare to see anyone without an aetherocybernetic enhancement of some kind.

Kiyoha Kuzunoha

Kiyoha, aka Madam Kitsune, aka [̴A̵C̶C̵E̶S̴S̵ ̴D̵E̴N̵I̶E̵D̷]̵ is the yokai owner of Higanban-ya. Prior to that, she was a highly respected [̴A̵C̶C̵E̶S̴S̵ ̴D̵E̴N̵I̶E̵D̷]̵. After the loss of her home and suffering an unfortunate injury, she was given a second chance at life by her "sponsors", who gave her funding for her medical aetherocybernetic procedures. She was "given" the venue to run as a way to pay off her debt, but despite this, she doesn't see it as a burden and has made the most of her situation. Her vision for Higanban-ya is a place where mortals and yokai alike can peacefully co-exist while enjoying the simple pleasures of nightlife.

Fahn is the Co-owner of the Higanban-ya. A club in the future dystopian Neo-Kugane. He serves as the owner Kiyoha's right hand, protecting and watching over its employees and the premises. In public he is a very pleasant , well spoken gentlemen who serves as the venue's proprietor, making sure all patrons are bereft of gil, but full of enjoyment.
Outside of the venue, he is a bitter man, with a strong distrust of all those around him, save for the Kami he has sworn himself to, and those he has sworn to protect under her.

Once an adventurer like one and many the same, Celeste traveled the world abroad from one edge to the other. Years passed, and without wanting to throw the entirety of her life away, she decided it was best to focus less on the adventuring and more on the improvement of herself, her skills, and much much more.With that came many things. The mastering of many skills, some far above others. The profiteering across markets, amassing much wealth and glory to their name with a plethora to go around. The learning of new skills, including some not perhaps new to the world, but some only discussed in areas private to the general.She's a very friendly person but can be reserved at times. Very dominant and insistent on things being done a proper way with morals and the likes always in consideration. The biggest of all? They want to make those around them feel loved, and accepted.

Zareema is not from this star as is evident by her appearance. She came from a world called Azeroth where she was born and raised as a paladin of The Sisters of The Naaru. One day, while walking the streets of the city she called home, a small creature known as a gnome was driving a vehicle called a 'Truck' and hit the paladin at high speed. When she awoke she found herself within the futuristic city Neo-Kugane. Unfortunately when she found herself on this new star she didn't really have any clothes. Thankfully a beautiful Xaela woman found her and brought her in. Now, Zareema has found work here in the red light district running as the manager of the fine courtesans that work within. She is always happy to serve and if she is not your thing she knows just the right court for your every taste!

Yuli'a Jinjahl

CarrdA former Kamikiri unit with somewhat odd circumstances. He was not born a yokai, but rather created in a lab. The trauma of cruel experimentation and medical procedures, followed by hellish training as a cybernetically enhanced soldier seems to have affected him mentally, and he doesn't remember much about his life before being abducted. The only clue, a scar carved into the flesh of his left arm by his own claws that form the kanji of a woman's name. He can be a bit slow to warm up around people because he doesn't want to offend anyone he might have known in his old life, but he can be a bit of a goofball regardless. What he lacks in his old memories he makes up for in friendliness. If he can't recover the old memories, he might as well make some new ones, right?

Lucifer Mink

Lucifer isn't from this star, not even close. He's from a land where dragons larger than even Vishap soar, races of all kinds mingle, and the cosmotology would take more time to try to explain than he has breath. His base land is Toril, though he comes from a mountain pass city. However, he was born in one of the nine layers of Hell (NOT Avernus), and later escaped his torturous family to find his way into the material plane. He is the Archdemon of Depravity, and with such a title, he is able to change his form to adapt to his partner's desires, within reason of course. However, no matter the form he assumes, be it male, female, large or small, he always is dark of skin, with rich purple hair and wings, and glowing golden slitted eyes. He is a loving cat who will make sure any night with him will be one to never forget.

Kami is an ancient Storm Dragon. He was approached to hunt Yokai, but denied the offer as innocents would be harmed, and it goes against a Dragon's edicts to do so. He heard rumors of an underground den for the rebellion and decided to offer his protection, in exchange for him being able to assume a "mortal" form and interact with those there. The form he assumed was that of a very feminine dragonkin, skin and scales of blues and purples, with rainbow eyes. He's a stuck up individual who "believes" mortal desires are beneath him, though deep down he is thoroughly curious. He is not quick to anger, but once there his wrath is a hurricane. He will never assume his true form while on the mortal coil, as it is quite massive.Despite being stuck up and an asshole, he is a FIERCE protector of those who request it, bringing down his full power to keep them safe. In a more private environment, he calms down, able to relax and rest.

Shen Yi

A young man in a police uniform turned up at Higanban-ya one night claiming he was only there looking for a drink. Though it seemed that his true intention was gathering information on the club's mysterious proprietress, he became drawn more and more to the venue and atmosphere themselves. One thing led to another, and he was hired to fill in a few gaps amongst the ranks of the venue staff. When he's not working, he's probably loitering in the Rakuza District or bar hopping.

Hanami Shimizu

Hanami lived quietly among the mortals with her beloved husband, until the day he was brutally killed in a clash between protesters and Sector 9. Swearing vengance, she went on a tear, killing and maiming countless soldiers before finally being restrained. However, she fought so violently that her arms were torn from her body, and were later replaced with cybernetic ones. Although attempts were made to subdue and convert Hanami to the cybernetic soldiers, she proved to be too violent for even them, and was allowed to live as a citizen, albeit under a tight leash of supervision.Hanami, when not enraged, is a calming presence and always willing to lend an ear to those who need it. She boasts an impressive singing voice, but all of her songs are rather melancholy these days. Even after losing her husband, she refuses to remove her wedding ring, and is often seen turning it idly while lost in thought.

Suzuka Kamikiri

Suzuka is part of Public Safety Sector 7's elite "Kamikiri" unit of yokai enlisted from Mount Rokkon as formidable Kami Hunters. She has no memory of her life before being brought to Neo-Kugane and undergoing extensive aetherocybernetic enhancements to the point where she can officially be classified as a cyborg. All she remembers is her given name, choosing to take"Kamikiri" as her surname. Her personality is rather robotic and cold on the surface, social cues often flying over her head, jokes and sarcasm eliciting an earnest responce. Yet despite her social awkwardness, she does have an eagerness to learn about people and shows a caring nature in her own unique way. She wants people to see her as more than just a cold, metal weapon.

The runt of his litter, Tomoe is an orphaned nekomata yokai that's been living on his own for most of his life. After teaching himself how to survive in the harsh urban environment, he would soon take an interest in cybernectics, becoming a scrapper and finding junked parts to refurbish and sell in the black market. While he earns a small living from this, he also is a skilled hacker that lends his abilities to Soteria, helping deprogram Kamikiri and hijacking corpo broadcasts.The alley cat would soon be plucked up by Kiyoha after meeting her in the black market. While Kiyoha says it was to take him under her wing, in reality she's keeping a close eye on the hacker after he discovered something about the kitsune that he shouldn't have...

Though an incarnation of the goddess Ame-no-Uzume, Ama harbors no knowledge of her true descent. She was abandoned by her mortal family and sold to a brothel in Kugane where she began training as a maiko. During her maiko graduation to geisha, she fell in love with the man who won her mizuage. Upon discovering his love affair with her older sister, a geisha who trained her, she killed them both in a fit of rage. Underneath Ama's sweet, shy exterior lies her true unhinged, obsessive, and violent nature. In present day, she dedicates her life to making those around her happy, craving their undying love and affection with the hope that they will one day become her family. And those she loves, becomes hers. Forever.

Growing up in the Azim Steppes with her family (the Qalli Tribe), Len learned the ways of telling stories through music. Having left home with a few friends to settle in the Coerthan Highlands, she learned what it felt like to be judged. She hid and found friends and allies, making a name for herself as a bard even in new lands. Spending much of her time in the Eorzean Resistance, she saw a lot of the world... the good and the bad.On a break from adventures, she started capturing the world through a lens, a hobby that had been a calming force in her tumultuous life. And when friends introduced her to the venue life, she's started finding joy in capturing the beauty of those around her, sharing them for the world to see. An empath, Seraph takes it to the next level by being able to directly feel the emotions of others while also being able to shift both pain and pleasure in their bodies. Standing at 8'5, long crimson hair drapes over a pair of glowing emerald eyes with no noticable cybernetic enhancements. Stout and burly, covered in symbolic tattoos and peppered with freckles across her tanned skin - her fur and canine features seem very organic, rather than augmented. With a witty but overly friendly personality, it overshadows her serious and tenacious demeanor when it calls for it. Contracting within Neo-Kugane with her own private corporation. Tireless years of manufacturing and fabricating technologies including but not limited to, aether-cybernetic chips and circuitries, as well as biomechanical; she has built a renowned reputation for being philanthropic, with plenty of enemies from rival corporations that want her work, or her loyalty.
